The system offers a fully electronic process for the issuance of medical birth and death certificates, moving away from paper-based methods. This transformation aims to enhance data quality, decrease processing times, reduce errors, and facilitate secure interoperability among national government information systems. The initiative focuses on improving vital statistics in health areas such as maternal and child health and primary health care. Challenges

The main project challenges include :

Recommendations

A key best practice was the implementation of a single centralized system for all healthcare facilities authorized to issue medical birth and death certificates.

Successful implementation was supported by

  • The active participation of the Ministry of Health, OJSC “Tunduk”, healthcare facilities and government institutions receiving vital-event data;
  • The use of a unique personal identifier;
  • Role-based access controls;
  • Automated validation of mandatory fields;
  • Standardized reference data;
  • Centralized information storage.

Other important practices include phased deployment, continuous user training, technical support, error analysis, data-quality monitoring and the gradual expansion of interoperability services.

The system’s architecture supports national-scale implementation and the addition of new government services without returning to paper-based processes.
