The main project challenges include :

• The transition of healthcare facilities from paper-based documentation to electronic workflows
• large-scale user training,
• ensuring data completeness and accuracy,
• preventing duplication and technical errors, and
• maintaining stable cross-government interoperability.

Additional challenges include

• Updating the regulatory framework
• Managing role-based access,
• Protecting personal and medical data,
• Ensuring reliable system availability in all regions,
• Agreeing on data-exchange formats with government institutions.
• Continuous system development is also required to reflect changes in legislation, medical certificate forms, mortality classifications and civil registration procedures.

A key best practice was the implementation of a single centralized system for all healthcare facilities authorized to issue medical birth and death certificates.

Successful implementation was supported by

• The active participation of the Ministry of Health, OJSC “Tunduk”, healthcare facilities and government institutions receiving vital-event data;
• The use of a unique personal identifier;
• Role-based access controls;
• Automated validation of mandatory fields;
• Standardized reference data;
• Centralized information storage.

Other important practices include phased deployment, continuous user training, technical support, error analysis, data-quality monitoring and the gradual expansion of interoperability services.

The system’s architecture supports national-scale implementation and the addition of new government services without returning to paper-based processes.
