Summary
Uganda's public health sector experienced a significant absenteeism rate of 47% by the end of FY 2015, which adversely affected service delivery. To combat this problem, an agreement was made to track attendance, resulting in the creation of an attendance module within a Human Resource Management system. However, the lack of computers in many facilities prompted the development of a mobile application for easier access to duty rosters and attendance tracking. Collaboratively developed by Intrahealth International and the Ministry of Health Uganda, the app allowed facility managers and district leaders to monitor absenteeism more effectively. Consequently, the absenteeism rate improved drastically, dropping to 11%.
